Joe Ann Dupard Akpan was born on March 25, 1953 in Vacherie, Louisiana to the late Thelma Dupard. She was baptized by Rev. C. E. McClain at Little Union Baptist Church of Shreveport, LA, where she accepted Christ as her Lord and Savior. Joe Ann went on to be with the Lord November 21, 2018 while at Thibodaux Health Care Center.\nJoe Ann was a proud graduate of St. James High School and later attended undergraduate school at Bishop College in Dallas Texas and Southern University, Baton Rouge, Louisiana respectively. She continued her education and went on to obtain her Master's degree in Social Work from the University of Pennsylvania. \nJoe Ann married Imeh Akpan and from this union they had three children; Ross Akpan of Baton Rouge, Nenne Akpan of Charlotte, North Carolina and Jarvis Akpan of Houston, Texas.\nJoe Ann loved people and showed her love through her work in Social Services and Human Relations. She worked tirelessly for the Oklahoma Human Rights Commission in Tulsa, Ok, The Greater Shreveport Human Rights Commission in Shreveport, LA, and finally for the Saint James Parish School Board.\nShe leaves to cherish her memory three brothers, Hayward (Betty) Jeffery of Westwego, Louisiana, Tannor (Carol) Dupard Sr. of Baton Rouge, Louisiana, Norris Dupard Sr. of Vacherie, Louisiana; Jayce Jarvis Andrews Akpan, her one and only grandchild, whom she cherished and loved dearly and a host of nieces, nephews, cousins and friends.\nShe was preceded in death by her mother, Thelma Dupard, sister, Hazel Saul and brother, Darrell Dupard. \nHomegoing Services will be held at 12pm on Thursday November 29,2018 at Treasures of Life Funeral Services, 315 East Airline Hwy, Gramercy, LA 70052.
